Kerri Downs isn't your typical jail warden. For one thing, instead of a baton, she wields a crop; for another, instead of placing her female prisoners in cells, she strips them down and doles out corporal punishment. Prisoner one is a lanky blonde who receives spanking and a paddling with a cardboard tube. Prisoner number two, who receives similar treatment, is a little more interesting in that she's big busted, lactating and looks like she's about six months pregnant. Average fare at best.
